Since the first episode the mysterious plan was introduced and constantly mentioned. So far, the people confirmed to have knowledge of the plan and help to execute it are Prime Minster Jang, Jang’s bodyguard, Agent Cha, and Seung Hee. Although Hoon does not know of the plan, he seems to be an important part of it as well. He was kicked out of the hospital many times, yet he manages to find himself back in the hospital. Whether it be a Dr. Choi’s request, or he had a serious patient at his clinic, the Prime Minister always rejoices when Hoon is back at the hospital.
Prime Minister Jang, his bodyguard, Agent Cha, Seung Hee, and Hoon all have very distinct separate goals in their minds. They all have ulterior motive, whether they be good, bad, involve others or affect others. Jang plans to be President somehow, though it seems as though he wants to get there through other means than just winning an election. His bodyguard’s motives aren’t clear as he is always helping his boss, yet he always appears to save Hoon when he is in danger. Agent Cha’s goal is simple. He just wants revenge against Hoon. Seung Hee’s motives are unclear as well, though she seems to be going through the plan against her will. Hoon’s goal is also simple. He wants to find Jae Hee.
